happened to me now and I've uninstalled and deleted everything in steam, documents, and appdata for GTA and social club and the launcher and it's still broken. it doesn't even try to launch the game. just launches rockstars piece of shit launcher, then steam says the game isn't running unless i try to launch it again from steam, at which point it fails and says it's already running.
As i noticed, the COMMANDLINE.txt that was by default in GTAIV folder of the mod not worked well with my rig, but the COMMANDLINE 2.0 works better with my gpu (RTX 2060S), so try that one if the vram shows 512mb, when you put on your gta iv folder, i Included my newer commandline by default, right click on your mouse>Proprieties>mark to ONLY
